Section 1 Short title
This Act may be cited as the “Senators Can Help Underpin Military Engagement and Readiness Act” or the “SCHUMER Act”.
Senators Can Help Underpin Military Engagement and Readiness Act
A BILL
To require Members of Congress who advocate for providing military support for Ukraine to enlist in the Armed Forces and to serve on active duty in support of a contingency operation.
Sec. 2 Requiring Members of Congress advocating for military support for Ukraine to enlist in Armed Forces and serve on active duty in support of contingency operations
Requirement— If a Member of Congress advocates for providing military support for Ukraine, the Member—
shall enlist in the Army, Navy, Air Force, Marine Corps, Space Force, or Coast Guard; and
shall be assigned for not fewer than 6 months to active duty in support of a contingency operation.
Member of Congress defined— In this Act, the term Member of Congress means a Senator or a Representative in, or Delegate or Resident Commissioner to, the Congress.
Contingency operation defined— In this Act, the term contingency operation means a military operation that—
is designated by the Secretary of Defense as an operation in which members of the Armed Forces are or may become involved in military actions, operations, or hostilities against an enemy of the United States or against an opposing military force; or
results in the call or order to, or retention on, active duty of members of the uniformed services under section 688, 12301(a), 12302, 12304, 12304a, 12305, or 12406 of title 10, United States Code, chapter 13 of such title, section 3713 of title 14, United States Code, or any other provision of law during a war or during a national emergency declared by the President or Congress.
