(a)
In general— The Secretary of the Army, acting through the Chief of Engineers, shall include water supply and water conservation as a primary mission of the Corps of Engineers in planning, designing, constructing, modifying, operating, and maintaining water resources development projects.
(b)
Limitation— Nothing in this section affects—
(1)
existing Corps of Engineers’ authorities, including its authorities with respect to navigation, flood control, and environmental protection and restoration;
(2)
pending Corps of Engineers permit applications or pending lawsuits involving permits or water resources projects;
(3)
the application of public interest review procedures for Corps of Engineers permits; or
(4)
any authority of a State to manage, use, or allocate the water resources of that State.
