(1)
Affiliate— The term affiliate—
(A)
has the meaning given such term in section 230.405 of title 17, Code of Federal Regulations (as in effect on the date of the enactment of this Act); and
(B)
includes a person that—
(i)
is closely associated with another person typically in a dependent or subordinate position; or
(ii)
has a common purpose of shared characteristics with another person.
(2)
Appropriate congressional committees— The term appropriate congressional committees means—
(A)
the Committee on Foreign Affairs of the House of Representatives; and
(B)
the Committee on Foreign Relations of the Senate.
(3)
Foreign terrorist organization— The term foreign terrorist organization means an organization designated as a foreign terrorist organization by the Secretary of State in accordance with section 219 of the Immigration and Nationality Act (
8 U.S.C. 1189).
(4)
International terrorism— The term international terrorism—
(B)
includes any circumstance in which the State of Qatar—
(i)
refuses or fails to immediately surrender any member or affiliate of Hamas or any other designated foreign terrorist organization to the custody of the United States, Israel, or a mutually agreed upon third party that intends to prosecute such persons;
(ii)
obstructs, delays, or otherwise undermines any effort to secure the immediate release of every person held by the foreign terrorist organization Hamas beginning on and after October 7, 2023;
(iii)
declines to extradite foreign nationals assessed by the Secretary of State to have directly engaged in acts of international terrorism to countries intending to prosecute such foreign nationals; or
(iv)
provides or otherwise knowingly and intentionally facilitates the provision of any funds (as defined in section 2339C(e)(2) of title 18, United States Code) to Iran, Afghanistan, a state sponsor of terrorism, or a foreign terrorist organization.
(5)
State sponsor of terrorism— The term state sponsor of terrorism means any country the government of which has repeatedly provided support for international terrorism pursuant to—
(D)
any other applicable provision of law.
