Targeting Emotional and Mental Stability Act of 2023
A BILL
To amend the Public Health Service Act to encourage programs to address college athlete mental health.
Sec. 2 College Athlete Mental Health
“(13) Carrying out one or more school-based programs to address mental health disorders among the college athlete population, including providing access to—
“(A) mental health care services for college athletes, including real-time counseling and telehealth services;
“(B) peer-to-peer counseling;
“(C) existing crisis lifeline services, including the 988 Suicide and Crisis Lifeline;
“(D) training for students, faculty, athletic coaches, and staff to respond effectively to students exhibiting signs of mental distress or substance use disorder; or
“(E) campus-wide education initiatives to address the stigma associated with mental health issues among college athletes.”
“(9) For an institution of higher education proposing to use the grant for an activity described in paragraph (13) of subsection (b), a letter of support from the athletics department of the institution of higher education.”
