Section 1 Requirement of Secretary of State to determine whether United States national Vladimir Kara-Murza is being wrongfully detained abroad

(a)
In general— Not later than 30 days after the date of the enactment of this Act, the Secretary of State shall make a determination of whether or not United States national Vladimir Kara-Murza is being detained wrongfully by the Russian Federation for purposes of the Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act (22 U.S.C. 1741 et seq.).
(b)
Report— If the Secretary of State makes a determination under subsection (a) that Vladimir Kara-Murza is not being detained wrongfully by the Russian Federation, the Secretary shall, not later than 180 days after the date of the enactment of this Act and every 180 days thereafter, submit to Congress a report that contains—
(1)
a justification for the determination; and
(2)
a description of the actions the Department of State is taking to secure the release of Vladimir Kara-Murza.
