A BILL

1. Prohibition on Federal funds

(a)
In general— Notwithstanding any other provision of law, no Federal funds made available to the District of Columbia may be used to allow individuals who are not citizens of the United States to vote in any election.
(b)
Certification— Upon application for, approval for, or receipt of any Federal funds, the government of the District of Columbia shall certify that the government does not permit individuals who are not citizens of the United States to vote in any election.
(c)
Application— The requirements under this section shall apply with respect to any Federal funds applied for, approved for, received by, or made available to the District of Columbia on or after the date on which this bill is introduced in the House of Representatives.
