This Act may be cited as the “Specialty Crop Security Act of 2023”.
Specialty Crop Security Act of 2023
A BILL
To amend the Specialty Crops Competitiveness Act of 2004 to extend and enhance the specialty crop block grants program, and for other purposes.
Sec. 2 Extension and enhancement of specialty crop block grants
Availability and purpose of grants— Section 101(a) of the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note) is amended—
by striking “2023” and inserting “2028”; and
by inserting “through priorities jointly identified by specialty crop producers, producer groups, and state program administrators,” after “specialty crops,”.
Plan requirements— Section 101(e) of the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note) is amended to read as follows:
“(e) Plan requirements—The State plan shall identify the lead agency charged with the responsibility of carrying out the plan and indicate—
“(1) how the grant funds will be utilized to enhance the competitiveness of specialty crops; and
“(2) how outreach to, and consultation with, specialty crop stakeholders will be achieved.”
Funding— Section 101(l)(1) of the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note) is amended—
in subparagraph (D), by striking “and” at the end;
in subparagraph (E), by striking “fiscal year 2018 and each fiscal year thereafter.” and inserting “each of fiscal years 2018 through 2023; and”; and
by adding at the end the following:
“(F) $100,000,000 for fiscal year 2024 and each fiscal year thereafter.”
