(a)
In general— The Secretary of Energy and the Administrator of the Environmental Protection Agency shall set all thermostats in the 1 or more buildings comprising the headquarters of the Department of Energy and the Environmental Protection Agency, respectively, to not lower than 78 degrees Fahrenheit when the air conditioning system is in operation.
(b)
Reports— Not later than 90 days after the date of enactment of this Act, the Secretary of Energy and the Administrator of the Environmental Protection Agency shall each submit to Congress a report describing the temperature at which thermostats have been set in the 1 or more buildings comprising the headquarters of the Department of Energy and the Environmental Protection Agency, respectively, during the period beginning on January 20, 2021, and ending on the date of enactment of this Act.
