Non-contiguous area— The term non-contiguous area means any part of the United States not physically connected to the contiguous United States, including Alaska and Hawaii and any territory or possession of the United States.

Contiguous United States— The term contiguous United States shall refer to the 48 contiguous States and the District of Columbia.

Private shipping services— The term private shipping services means shipping services carried out by private companies whose primary business model is the transporting of products for retailers.
(4)
Consumer products— The term consumer products means the finished commodities for end-user use that will go directly to the consumer.
(5)
Producer goods— The term producer goods means raw materials used to produce other products.
