This Act may be cited as the “Restore Agricultural Investment, Stability, and Expansion Act of 2023” or the “RAISE Act of 2023”.

A BILL
To amend the Agricultural Act of 2014 to authorize emergency assistance for high value crop losses, and for other purposes.
Sec. 2 Emergency assistance for high value crop losses
Subtitle E of the Agricultural Act of 2014 (7 U.S.C. 9081 et seq.) is amended by adding at the end the following:
“1502. Emergency assistance for high value crop losses
“(a) In general—The Secretary may carry out a program to make payments to producers of high value crops (including citrus) for losses of revenue or losses of quality or production of such crops as a consequence of a drought, wildfire, hurricane, flood, derecho, excessive heat, tornado, winter storm, freeze (including a polar vortex), smoke exposure, or excessive moisture.
“(b) Block grants—The program established pursuant to subsection (a) may be carried out through block grants to States and territories.”
