Investing in Community Safety Act of 2023
A BILL
To amend the Omnibus Crime Control and Safe Streets Act of 1968 to authorize the use of COPS grants for recruitment efforts.
Sec. 2 Recruitment of law enforcement officers
Section 1701 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10381) is amended—
in subsection (b)—
by redesignating paragraphs (22) and (23) as paragraphs (23) and (24); and
by inserting after paragraph (21) the following:
“(22) recruiting efforts, including related travel expenses, marketing expenses, retention bonuses, and targeted community outreach events;”
in subsection (c)—
in paragraph (2)(C), by striking “or” at the end;
in paragraph (3)(B), by striking the period at the end and inserting “; or”; and
by adding at the end the following:
“(4) for recruiting efforts from an applicant—
“(A) that has experienced a history of high violent crime rates that may have an adverse effect on recruitment; or
“(B) a history of persistent recruitment shortfalls.”
