1890s Advancing and Building Leadership and Excellence Opportunity Act of 2023
A BILL
To amend the Food, Agriculture, Conservation, and Trade Act of 1990 to modify the areas of focus for centers of excellence at 1890 Institutions, and for other purposes.
Sec. 2 Centers of excellence at 1890 Institutions
“(G) Climate change—A center of excellence established under paragraph (1) may focus on climate change adaption and mitigation, soil health and carbon sequestration, nutrient and manure management, advanced grazing management and crop-livestock integration, perennial production systems, agroforestry, on-farm and food system energy efficiency and renewable energy production, and food waste reduction.
“(H) Forestry resilience and conservation—A center of excellence established under paragraph (1) may focus on fostering forest conservation, agroforestry, enhancing forest resilience to climate change, and urban and community forestry programs to promote biodiversity and environmental health.
“(I) Food safety, bioprocessing, and value-added agriculture—A center of excellence established under paragraph (1) may focus on food safety, bioprocessing, value-added agriculture enterprise development, and innovative food and agriculture product development.
“(J) Food and agricultural sciences and the social sciences—A center of excellence established under paragraph (1) may focus on the integration of the social sciences, including economics, psychology, rural sociology, and other social sciences and data sciences, into the food and agricultural sciences to develop comprehensive solutions to issues impacting underserved farmers and communities.”
