To prohibit the Secretary of Transportation from issuing any rule, regulation, or guidance that promotes the use of traffic photo enforcement, and for other purposes.

Notwithstanding any other provision of law, the Secretary of Transportation may not propose, issue, or implement any rule, regulation, or guidance that promotes the use of traffic photo enforcement.
