Enhancing COPS Hiring Program Grants for Local Law Enforcement Act

A BILL

To amend the Omnibus Crime Control and Safe Streets Act of 1968 to authorize law enforcement agencies to use COPS grants to recruit and retain law enforcement officers.

Section 1 Short title

This Act may be cited as the “Enhancing COPS Hiring Program Grants for Local Law Enforcement Act”.

Sec. 2 Use of public safety and community policing grants

(a)
Uses of grants— Section 1701 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10381) is amended—
(1)
in subsection (b)—
(A)
in paragraph (1), by adding before the semicolon the following “or to provide bonuses for the recruitment and retention of law enforcement officers or career law enforcement officers”; and
(B)
in paragraph (2), by adding before the semicolon the following “or to provide bonuses for the recruitment and retention of law enforcement officers or career law enforcement officers”; and
(2)
by adding at the end the following:

“(n) Simplification of grant application process—In awarding a grant under this part, the Attorney General may permit an applicant for such a grant to amend a submitted application in lieu of creating a new application, for consideration for funding for up to five subsequent years after the original application was submitted for consideration for funding if such applicant was not awarded funding.”

(b)
Definitions— Section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. 10389) is amended by adding at the end the following:

“(8) “law enforcement officer” shall have the meaning given such term in section 1204(9).

“(9) “submitted application” means an application submitted for a grant awarded pursuant to paragraphs (1) and (2) of section 1701(b).”
