No Taxpayer Funding for United Nations Green Climate Fund Act

A BILL

To prohibit contributions to the United Nations Green Climate Fund, and for other purposes.

Section 1 Short title

This Act may be cited as the “No Taxpayer Funding for United Nations Green Climate Fund Act”.

Sec. 2 Prohibition

(a)
In general— Notwithstanding any other provision of law, the Secretary of State—
(1)
shall withhold from mandatory United States contributions to the United Nations, in each fiscal year, an amount that represents the same proportion to the total United States contribution to the United Nations as the proportion of the United Nations budget for such fiscal year that will be made available to the United Nations Green Climate fund in that fiscal year; and
(2)
may not make any voluntary contribution to the United Nations Green Climate Fund.
(b)
Automatic rescission— Amounts withheld from contributions pursuant to the prohibition under subsection (a)—
(1)
shall, on the date on which the balance of such United States contribution to the United Nations is made, be rescinded; and
(2)
may not be considered, on or after such date, to be arrears to be repaid to the United Nations or to any entity of the United Nations.
