This Act may be cited as the “Strategic Petroleum Reserve Transparency Act”.

A BILL
To establish a special notice requirement for certain drawdowns or sales from the Strategic Petroleum Reserve.
Sec. 2 Strategic notice requirement
Section 161 of the Energy Policy and Conservation Act (42 U.S.C. 6241) is amended by adding at the end the following:
“(k) Special notice requirement—For any drawdown or sale of petroleum products from the Strategic Petroleum Reserve that occurs during the 5-month period immediately preceding a regularly scheduled Federal general election, the Secretary shall, concurrently with such drawdown or sale, submit in writing to Congress a report detailing the reason for such drawdown or sale.”
