Sec. 2 Management of supply chains for medical facilities of Department of Veterans Affairs

(a)
changed In general—Authorization— The Secretary may carry out a covered information technology system that—of Veterans Affairs is authorized to—
(1)
changed is cloud-based;purchase or develop for the Veterans Health Administration an information technology system for the management of inventory, including expendable and nonexpendable items; and
(2)
changed includes functions relating to—implement such system.
(A)
removed inventory management of both expendable and nonexpendable items covered by the system, with respect to both—
(i)
removed physical inventory; and
(ii)
removed perpetual inventory;
(B)
removed management of the receipt of such items, with respect to—
(i)
removed intake;

removed returns; and
(iii)
removed the identification of such items that are recalled;
(C)
removed management of the storage of such items, with respect to—
(i)
removed local storage; and
(ii)
removed centralized storage at a medical facility or warehousing at a different location for one or more medical facilities;
(D)
removed management of the distribution of such items;
(E)
removed the generation and scanning of barcodes or the use of radio frequency identification technology or other similar inventory tracking technology;
(F)
removed reporting, consisting of—
(i)
removed standard or preexisting reports; and
(ii)
removed customizable or custom-generated reports; and
(G)
removed either in the system itself or through an interface with an external information technology system—
(i)
removed capital asset management;
(ii)
removed maintenance of a catalog of available supplies; and
(iii)
removed lifecycle tracking from acquisition of such items through the disposal of such items;
(3)
removed with respect to the items covered by the system—
(A)
removed includes—
(i)
removed medical supplies;
(ii)
removed surgical equipment and supplies;
(iii)
removed laboratory equipment and supplies;
(iv)
removed supplies and capital equipment pertaining to facilities or real property;
(v)
removed biomedical equipment;
(vi)
removed textiles and apparel;
(vii)
removed dental equipment and supplies; and
(viii)
removed equipment and supplies relating to the treatment of sleep apnea;
(B)
removed may include (but, if not so included in the system itself, the system shall include through an interface with an external information technology system)—
(i)
removed prosthetic appliances requiring extensive customization or fitting;
(ii)
removed prosthetic appliances not requiring extensive customization or fitting;
(iii)
removed pharmaceuticals;
(iv)
removed reusable medical equipment; and
(v)
removed eyeglasses; and
(C)
removed does not include—
(i)
removed software;
(ii)
removed equipment and supplies of the National Cemetery Administration the management of which cannot be accommodated by a process used by the Veterans Health Administration; or
(iii)
removed equipment and supplies of the Veterans Benefits Administration the management of which cannot be accommodated by a process used by the Veterans Health Administration;
(4)
removed has existing interfaces with or the capability to interface with—
(A)
removed procurement, purchasing, or ordering systems of the Department;
(B)
removed the Integrated Financial and Acquisition Management System of the Department of Veterans Affairs; and
(C)
removed the electronic health record systems of the Department, including—
(i)
removed the Veterans Health Information Systems and Technology Architecture and Computerized Patient Record System; and
(ii)
removed the electronic health record system established under the Electronic Health Record Modernization Program (as defined in section 503 of Veterans Benefits and Transition Act of 2018 (Public Law 115–407; 38 U.S.C. 5701 note prec.));
(5)
removed has the capacity to accommodate not fewer than 50,000 users; and
(6)
removed includes any other functions, capabilities, or components as determined by the Secretary.
(b)
changed Requirements—Pilot— If the Secretary carries out purchases or develops a covered information technology system under subsection (a), the Secretary shall—shall carry out a pilot program at one Department of Veterans Affairs facility before implementing the system throughout the Department. The pilot program shall be designed to determine whether the functions of the system are satisfactory.
(1)

Sec. 3 Modification of certain housing loan fees
