A BILL

To amend the Higher Education Act of 1965 to double the Pell Grant award amount, improve the Public Service Loan Forgiveness program, and reduce interest rates, and for other purposes.

Section 1 Short title; effective date; table of contents

(a)

Short title— This Act may be cited as the “Lowering Obstacles to Achievement Now Act” or the “LOAN Act”.

(b)

Effective date— Except as otherwise expressly provided herein, any amendment made by this Act to section 401, 473, or 484 of the Higher Education Act of 1965 (20 U.S.C. 1070a; 1087mm; 1091), as amended by the FAFSA Simplification Act (title VII of division FF of Public Law 116–260), shall take effect as if included in the FAFSA Simplification Act and subject to the effective date of section 701(b) of such FAFSA Simplification Act, as amended by section 102(a) of the FAFSA Simplification Act Technical Corrections Act (division R of Public Law 117–103) (including the authorization provided under section 102(c)(1)(A) of such Act).
