(a)
In general— Notwithstanding any other provision of law, no Federal funds may be made available to any State or local government if such State or local government allows individuals who are not citizens of the United States to vote in any Federal, State, or local election.
(b)
Certification— Upon application, approval, and receipt of any Federal funds, a State or local government shall certify that the State or local government does not permit individuals who are not citizens of the United States to vote in any Federal, State, or local election.
(c)
Applicability— The requirements of this section shall only apply with respect to any contract entered into or grant made on or after the date of the enactment of this Act.
