To amend title 49, United States Code, to clarify that noise abatement and lead abatement are not unjust discrimination for purposes of project approval for certain airport improvement program project approvals, and for other purposes.

“(x) Clarification on unjust discrimination—The Secretary may not consider noise abatement or lead abatement measures to be unjust discrimination for purposes of interpreting assurances for grant applications, operation, or development of an airport under this chapter.”
