Section 1 Short title
This Act may be cited as the “Investing in Community Resilience Act of 2024”.
Investing in Community Resilience Act of 2024
A BILL
To amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to incentivize certain preparedness measures, and for other purposes.
Sec. 2 Emergency response teams
Amendment— Section 406(b)(3)(A) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5172(b)(3)(A)) is amended—
in clause (ii), by inserting “preparedness,” after “disaster relief,”;
in clause (iv)—
by inserting “or programs designated by the Administrator that result in substantial science-based and verified increased resilience from building standards or land use practices for storms, tsunamis, floods, wildfires, or equivalent disasters” after “community rating system”; and
by striking “and”;
in clause (v), by striking the period and inserting “; and”; and
by adding at the end the following:
“(vi) support of viable community emergency response teams or equivalent non-governmental organizations that provide disaster assistance, including by providing or facilitating regular training, outreach, and soliciting participation in preparedness exercises.”
Comprehensive guidance— Not later than 1 year after the date of enactment of this Act, the President, acting through the Administrator of the Federal Emergency Management Agency, shall issue comprehensive guidance to State and Tribal governments relating to the measures and investments described in section 406(b)(3)(A) of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5172(b)(3)(A)), as amended in subsection (a).
Sec. 3 Effective date; appropriations
Effective date— This Act, and the amendments made by this Act, shall take effect on the date that is 1 year after the date of enactment of this Act.
Appropriations— The amendments made by this Act shall be carried out only with funds appropriated to the Federal Emergency Management Agency on or after the date of enactment of this Act.
No additional funds— No additional funds are authorized to be appropriated for the purpose of carrying out this Act.
