This Act may be cited as the “Access to Justice Act of 2022”.

A BILL
To require the establishment of defender organizations by Federal judicial districts.
Sec. 2 Defender organizations
Section 3006A(g)(1) of title 18, United States Code, is amended—
in the heading, by striking “Qualifications” and inserting “Requirement”;
in the first sentence, by striking “or a part of a district in which at least two hundred persons annually require the appointment of counsel may” and inserting “shall”; and
by striking the second sentence and inserting the following: “Notwithstanding the preceding sentence, 2 adjacent districts or parts of districts may establish a single defender organization to serve both areas.”.
