A State, political subdivision of a State, or political authority of two or more States may not enact or enforce a law, regulation, or other provision having the force and effect of law to penalize or deny any privilege or benefit to a person who failed to present himself for and submit to registration under section 3 of the Military Selective Service Act (
50 U.S.C. 3802), before the repeal of that Act by subsection (a). In this section, “State” means a State, the District of Columbia, and a territory or possession of the United States.
