Injunction Reform Act of 2022
A BILL
To amend title 28, United States Code, to prohibit the issuance of national injunctions by courts other than the United States District Court for the District of Columbia, the United States Court of Appeals for the District of Columbia Circuit, and the United States Supreme Court, and for other purposes.
Sec. 2 Orders purporting to restrain enforcement of Federal law against non-parties
“2285. Orders purporting to restrain enforcement of Federal law against non-parties
“No court of the United States, except for the United States District Court for the District of Columbia, the United States Court of Appeals for the District of Columbia Circuit, and the United States Supreme Court, shall issue an order that purports to restrain the enforcement against a non-party of any Federal statute, Federal regulation, Federal order, or similar Federal authority, unless the non-party is represented by a party acting in a representative capacity pursuant to the Federal Rules of Civil Procedure.”
