Domestic Terrorist Murder Act (DTMA) of 2022

To amend title 18, United States Code, with respect to murder perpetrated by a domestic terrorist, and for other purposes.
Sec. 2 Murder perpetrated by a domestic terrorist
“1111A. Domestic terrorist murder
“(a) In general—Whoever is a member of a criminal street gang (as defined by section 521) or a covered individual and is guilty of murder under section 1111 shall be guilty of domestic terrorist murder and shall be sentenced to death or a term of imprisonment for life without parole and may not be sentenced to a term of imprisonment less than 20 years.
“(b) Covered individual defined—In this section, the term “covered individual” means an individual who is or has been associated with an organization or group that has caused more than $500,000 in damages by virtue of protests, riots, or other destructive actions.”
