Protecting our Border, Protecting our Water Act

A BILL

To require the United States Commissioner of the International Boundary and Water Commission to negotiate an agreement with Mexico relating to the number of aliens detained in the United States, and for other purposes.

Section 1 Short title

This Act may be cited as the “Protecting our Border, Protecting our Water Act”.

Sec. 2 Negotiation authority

The Secretary of State, acting through the United States Commissioner of the International Boundary and Water Commission, shall seek to use the voice, vote, and influence of the United States to enter into an agreement with Mexico providing that for each alien (as such term is defined in section 101 of the Immigration and Nationality Act (8 U.S.C. 1101)) apprehended in a State that is a signatory to the Colorado River Compact who the Secretary certifies to the Government of Mexico entered unlawfully across the southern international border of the United States, the Government of Mexico shall agree to forfeit one acre-foot of water rights to such signatory State.
