To direct the Secretary of Defense to submit to Congress a report on congressional increases to the budget of the Department of Defense for fiscal year 2023, and for other purposes.

Section 1 Report on congressional increases to Department of Defense budget

(a)
In general— At the same time that the President submits the budget to Congress under section 1105 of title 31, United States Code, for fiscal year 2024, the Secretary of Defense shall submit to the congressional defense committees a report on the programs and activities of the Department of Defense for which a covered Act provided funding, through an authorization of appropriations or an appropriation, in an amount that exceeded the amount requested for such program or activity in the budget for the Department of Defense submitted to Congress by the President for fiscal year 2023.
(b)
Contents of report— The report required by subsection (a) shall include each of the following:
(1)
An identification of any program or activity funded through a covered Act for which the budget for the Department of Defense for fiscal year 2023 indicated—
(A)
divestment, either entirely or in part; or
(B)
a request for zero or for a reduced number of units.
(2)
An identification of any program or activity funded through a covered Act in an amount that exceeded the amount requested in the budget for the Department of Defense for fiscal year 2023 by $20,000,000 or more, and the total amount of excess funding provided for such programs and activities expressed as a percentage of the total amount of funding provided for the Department of Defense for fiscal year 2023.
(3)
For each program or activity identified under paragraph (1) or (2), an assessment of whether and how the program or activity does or does not meet requirements in support of the priorities articulated in the 2022 national defense strategy.
(c)
Public availability— The report required by subsection (a) shall be made publicly available on the website of the Under Secretary of Defense (Comptroller).
(d)
Definitions— In this section:
(1)
The term “congressional defense committees” means—
(A)
the Committee on Armed Services and the Committee on Appropriations of the Senate; and
(B)
the Committee on Armed Services and the Committee on Appropriations of the House of Representatives.
(2)
The term “covered Act” means the National Defense Authorization Act for Fiscal Year 2023 or the Defense Appropriations Act, Fiscal Year 2023.
