Lowering Inflated Heating, Energy, and Air Conditioning Prices Act

A BILL

To change certain household income eligibility requirements for low-income home energy assistance in fiscal years 2023 and 2024, and for other purposes.

Section 1 Short title

This Act may be cited as the “Lowering Inflated Heating, Energy, and Air Conditioning Prices Act” or the “LIHEAP Act”.

Sec. 2 LIHEAP household income eligibility

(a)
In general— Notwithstanding section 2605(b)(2)(B)(ii) of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8624(b)(2)(B)(ii)), for fiscal years 2023 and 2024 a State may use any grant made under section 2602 of such Act (42 U.S.C. 8621) to make payments under section 2605(b)(2) of such Act (42 U.S.C. 8624(b)(2)) to households with incomes which do not exceed 75 percent of the State median income.

Definitions— In this section, the terms State, State median income, and household have the meanings given such terms in section 2603 of the Low-Income Home Energy Assistance Act of 1981 (42 U.S.C. 8622).
