Section 1 Short title
This Act may be cited as the “Atrocity Accountability Act”.
Atrocity Accountability Act
A BILL
To require the Secretary of Defense to review security assistance provided to certain countries identified as being at risk for the commission of atrocities, and for other purposes.
Sec. 2 Review of security assistance provided to Elie Wiesel countries
Review required— Not later than 30 days after the transmission of the first report required after the date of the enactment of this Act under section 5 of the Elie Wiesel Genocide and Atrocities Prevention Act of 2018 (Public Law 115–441; 22 U.S.C. 2651 note), the Secretary of Defense shall conduct a review of risks related to the Department of Defense provision of security assistance to countries identified in the report as being at high or medium risk for atrocities. Such review shall include an assessment of risk associated with providing weapons and other forms of security cooperation programs and assistance, including special operations forces programs, to the governments of such countries, with respect to atrocities, conflict, violence, and other forms of instability.
Congressional notification of certain changes— If, as a result of the review required under subsection (a), the Secretary determines that the Department of Defense should stop or change the security assistance provided to a country, the Secretary shall submit notice of such determination to—
the Committee on Armed Services and the Committee on Foreign Affairs of the House of Representatives; and
the Committee on Armed Services and the Committee on Foreign Relations of the Senate.
