To amend title 49, United States Code, to prohibit the extension of certain contracts to procure rail rolling stock, and for other purposes.

Section 5323(u)(5)(A) of title 49, United States Code, is amended by striking the period at the end and inserting “except that new contracts or extensions of contracts existing on the date of enactment of this clause between any public transportation agency and a rail rolling stock manufacturer described in paragraph (1) may not be executed.”.
