Guaranteeing Robust Agricultural Independence and Nutrition for America Act

A BILL

To establish a 1-year moratorium on the enrollment of land in the conservation reserve program under the Food Security Act of 1985 and to prohibit the enrollment of prime farmland in such program, and for other purposes.

Section 1 Short title

This Act may be cited as the “Guaranteeing Robust Agricultural Independence and Nutrition for America Act” or the “GRAIN for America Act”.

Sec. 2 Enrollment moratorium

(a)
In general— Notwithstanding subchapter B of chapter 1 of subtitle D of title XII of the Food Security Act of 1985 (16 U.S.C. 3831 et seq.), the Secretary of Agriculture may not enroll land in the conservation reserve program established under that subchapter during the 1-year period beginning on the date of the enactment of this Act.
(b)
Exception— Subsection (a) does not apply to land that, on the date of the enactment of this Act, is subject to a contract entered into under the conservation reserve program described in such subsection.

Sec. 3 Prime farmland

Section 1231 of the Food Security Act of 1985 (16 U.S.C. 3831) is amended by adding at the end the following:

“(j) Prime farmland ineligible

“(1) In general—Notwithstanding subsection (b), the Secretary may not enroll prime farmland in the program established under this subchapter.

“(2) Prime farmland defined—In this subsection, the term “prime farmland” means farmland described in section 1540(c)(1)(A) of the Farmland Protection Policy Act (7 U.S.C. 4201(c)(1)(A)).”

Sec. 4 Early termination

Section 1235(e)(1)(A) of the Food Security Act of 1985 (16 U.S.C. 3835(e)(1)(A)) is amended by—
(1)
striking “During fiscal year 2015, the” and inserting “The”; and
(2)
striking “any time if the contract has been in effect for at least 5 years” and inserting “any time during the 1-year period preceding the date on which the contract would otherwise expire”.
