(a)
Adjustments—
(1)
Reductions: limitation— The Secretary of Defense and the Secretary of the Department in which the Coast Guard is operating may not reduce the cost-of-living allowance for a member of the Armed Forces assigned to a duty station located outside the United States except in connection with a permanent change of station for such member.
(2)
Increases— The Secretary of Defense and the Secretary of the Department in which the Coast Guard is operating may increase the allowance described in paragraph (1) for a member of the Armed Forces at any time.
(b)
Notice to certain congressional committees— The Secretary of Defense shall notify the appropriate congressional committees not less than 180 days before modifying a table used to calculate the living allowance described in subsection (a).
(c)
Briefing— Not later than March 1, 2023, the Secretary of Defense shall brief the Committees on Armed Services of the Senate and House of Representatives regarding effects of this section on the allowance described in subsection (a).
(d)
Appropriate congressional committees defined— In this section, the term appropriate congressional committees means the following:
(1)
The Committee on Armed Services of the Senate.
(2)
The Committees on Armed Services of the House of Representatives.
(3)
The Committee on Commerce, Science, and Transportation of the Senate.
(4)
The Committee on Transportation and Infrastructure of the House of Representatives.
