Grid Resilience Act

A BILL

To require the Federal Energy Regulatory Commission, the Department of Energy, and the Electric Reliability Organization to jointly submit to Congress the results of a study on the need for, and feasibility of, establishing or modifying a reliability standard to ensure the reliable operation of thermoelectric power plants during droughts, and for other purposes.

Section 1 Short title

This Act may be cited as the “Grid Resilience Act”.

Sec. 2 Study

(a)
In general— Not later than 1 year after the date of enactment of this section, the Federal Energy Regulatory Commission, the Department of Energy, and the Electric Reliability Organization shall jointly—
(1)
conduct a study on the need for, and feasibility of, establishing or modifying a reliability standard to ensure the reliable operation of thermoelectric power plants during droughts; and
(2)
submit to the appropriate committees of Congress the results of such study.
(b)
Definitions— In this section:
(1)
Appropriate committees of Congress— The term appropriate committees of Congress means—
(A)
the Committee on Energy and Commerce of the House of Representatives; and
(B)
the Committee on Energy and Natural Resources of the Senate.
(2)
Electric Reliability Organization; reliability standard— The terms Electric Reliability Organization and reliability standard have the meanings given such terms in section 215(a) of the Federal Power Act (16 U.S.C. 824o(a)).
