Undertaking Needed Investments in Therapy, Education, and De-Escalation Act of 2022
A BILL
To provide for increased authorization of funding to secure schools and improve access to mental health and crisis care.

Sec. 3 Youth suicide prevention and early intervention grant programs
Suicide prevention resource center— Section 520C(c) of the Public Health Service Act (42 U.S.C. 290bb–34(c)) is amended by striking “$5,988,000 for each of fiscal years 2018 through 2022” and inserting “$10,000,000 for each of fiscal years 2023 through 2027”.
Garrett Lee Smith Campus Suicide Prevention Program— Section 520E–2(i) of the Public Health Service Act (42 U.S.C. 290bb–36b(i)) is amended by striking “2018 through 2022” and inserting “2023 through 2027”.
Mental and behavioral health outreach and education— Section 549(f) of the Public Health Service Act (42 U.S.C. 290ee–4(f)) is amended by striking “$1,000,000 for the period of fiscal years 2018 through 2022” and inserting “$9,000,000 for each of fiscal years 2023 through 2027”.
Garrett Lee Smith State and Tribal Youth Suicide Prevention and Early Intervention Grant Program— Section 520E(m) of the Public Health Service Act (42 U.S.C. 290bb–36(m)) is amended by striking “$30,000,000 for each of fiscal years 2018 through 2022” and inserting “$50,000,000 for each of fiscal years 2023 through 2027”.
Sec. 4 Community services mental health services block grant programs
Section 1920(a) of the Public Health Service Act (42 U.S.C. 300x–9(a)) is amended by striking “$532,571,000 for each of fiscal years 2018 through 2022” and inserting “$1,000,000,000 for each of fiscal years 2023 through 2027”.
Sec. 5 Establishment of a National Center for Healing, Empowerment, Learning, and Prevention (HELP) through Behavioral Health
Part D of title III of the Public Health Service Act (42 U.S.C. 254b et seq.) is amended by adding at the end the following:
“XIII Healing, Empowerment, Learning, and Prevention through Behavioral Health
“340H. National Center for Healing, Empowerment, Learning, and Prevention through Behavioral Health
“(a) Establishment—For the purpose described in subsection (b), the Administrator of the Health Resources and Services Administration shall establish within the Office of Rural Health Policy of the Health Resources and Services Administration a national center (in this section referred to as the “National Center”), to be known as the National Center for Healing, Empowerment, Learning, and Prevention through Behavioral Health.
“(b) Purpose—The purpose of the National Center shall be to facilitate the exchange of knowledge and perspectives among experts in medicine, behavioral health, telementoring, telemedicine, telehealth, training and technical assistance, education, health promotion, culturally competent community engagement, and implementation of science necessary to rapidly implement behavioral health services for community recovery.
“(c) Authorization of appropriations—There is authorized to be appropriated to carry out this section $10,000,000 for the period of fiscal years 2023 through 2027.”
Sec. 6 Crisis care response and coordination
Strengthening community crisis response systems— Section 520F of the Public Health Service Act (42 U.S.C. 290bb–37) is amended to read as follows:
“520F. Strengthening community crisis response systems
“(a) In general—The Secretary shall award competitive grants to State and local governments, Indian Tribes, and Tribal organizations to—
“(1) enhance community-based crisis response systems; and
“(2) implement strategies that improve care coordination, and referral to inpatient psychiatric facilities, crisis stabilization units, and residential community mental health and residential substance use disorder treatment facilities, as appropriate, for adults with a serious mental illness, children with a serious emotional disturbance, or individuals with a substance use disorder.
“(b) Applications
“(1) In general—To receive a grant under subsection (a), an entity shall submit to the Secretary an application, at such time, in such manner, and containing such information as the Secretary may require.
“(2) Community-based crisis response plan—An application for a grant under subsection (a) shall include a plan for—
“(A) promoting integration and coordination between local public and private entities engaged in crisis response, which shall include first responders, law enforcement, emergency health care providers, primary care providers, court systems, health care payers, social service providers, and behavioral health providers;
“(B) developing memoranda of understanding with public and private entities to implement crisis response services;
“(C) addressing gaps in community resources for crisis intervention and prevention;
“(D) developing models for minimizing hospital readmissions, including through appropriate discharge planning;
“(E) developing, maintaining, or enhancing directories to collect, aggregate, and display information about local inpatient psychiatric facilities and crisis stabilization units, and residential community mental health and residential substance use disorder treatment facilities, to facilitate the identification and designation of such facilities and units for the temporary treatment of individuals in mental or substance use disorder crisis; and
“(F) including in such directories real-time information about—
“(i) the number of available beds at each facility or unit;
“(ii) the types of patients that may be admitted to each facility or unit; and
“(iii) any other information necessary to allow for the proper identification and designation of appropriate facilities or units for treatment of individuals in mental or substance use disorder crisis.
“(c) Evaluation—An entity receiving a grant under subsection (a) shall submit to the Secretary, at such time, in such manner, and containing such information as the Secretary may reasonably require, a report, including an evaluation of the effects of such grant on—
“(1) local crisis response services and measures for individuals receiving crisis planning and early intervention supports;
“(2) individuals reporting improved functional outcomes; and
“(3) individuals receiving regular followup care following a crisis.
“(d) Authorization of appropriations—There is authorized to be appropriated to carry out this section $15,000,000 for the period of fiscal years 2023 through 2027.”
Mental health awareness training grants— Section 520J(b)(7) of the Public Health Service Act (42 U.S.C. 290bb–41(b)(7)) is amended by striking “$14,693,000 for each of fiscal years 2018 through 2022” and inserting “$25,000,000 for each of fiscal years 2023 through 2027”.
Mental and behavioral health education and training grants— Section 756(f) of the Public Health Service Act (42 U.S.C. 294e–1(f)) is amended by striking “For each of fiscal years 2019 through 2023” and inserting “For each of fiscal years 2023 through 2027”.
Sec. 7 Adult and youth grant programs for serious mental illnesses and emotional disturbances
Assertive community treatment grant program— Section 520M(e)(1) of the Public Health Service Act (42 U.S.C. 290bb–44(e)(1)) is amended by striking “$5,000,000 for the period of fiscal years 2018 through 2022” and inserting “$10,000,000 for each of fiscal years 2023 through 2027”.
Comprehensive community mental health services for children with serious emotional disturbances—
In general— Section 565(f)(1) of the Public Health Service Act (42 U.S.C. 290ff–4(f)(1)) is amended by striking “$119,026,000 for each of fiscal years 2018 through 2022” and inserting “$130,000,000 for each of fiscal years 2023 through 2027”.
Technical correction— Section 565(f) of the Public Health Service Act (42 U.S.C. 290ff–4(f)) is amended by moving the margin of paragraph (2) 2 ems to the right.
Sec. 8 Lifeline call center program
Part B of title V of the Public Health Service Act (42 U.S.C. 290bb et seq.) is amended by inserting after section 520E–4 (42 U.S.C. 290bb–36d) the following:
“520E–5. Regional and local lifeline call center program
“(a) In general—The Secretary shall award grants to crisis call centers—
“(1) to purchase or upgrade call center technology;
“(2) to provide for training of call center staff;
“(3) to improve call center operations; and
“(4) for hiring of call center staff.
“(b) Definition—In this section, the term crisis call center means a regional clinically managed crisis call center that—
“(1) provides telephonic crisis intervention capabilities;
“(2) meets the National Suicide Prevention Lifeline operational guidelines regarding suicide risk assessment and engagement; and
“(3) offers air traffic control-quality coordination of crisis care in real-time.
“(c) Authorization of appropriations—There are authorized to be appropriated to carry out this section $560,000,000 for fiscal year 2023, to remain available until expended.”
Sec. 9 Extension of emergency telehealth services
Section 1135(e) of the Social Security Act (42 U.S.C. 1320b–5(e)) is amended by adding at the end the following new paragraph:
“(3) Two-year extension of telehealth services following the COVID–19 emergency period—Notwithstanding any other provision of this section, a waiver or modification of requirements pursuant to subsection (b)(8) shall terminate on the date that is 2 years after the last day of the emergency period described in subsection (g)(1)(B).”
Sec. 10 Pediatric mental health care access grants
Section 330M of the Public Health Service Act (42 U.S.C. 254c–19) is amended—
in subsection (b)—
by redesignating paragraph (2) as paragraph (3);
by inserting after paragraph (1) the following new paragraph:
“(2) Support to schools and emergency departments—In addition to the required activities specified in paragraph (1), a statewide or regional network of pediatric mental health teams referred to in subsection (a), with respect to which a grant under such subsection may be used, may provide support to schools and emergency departments.”
in paragraph (3), as so redesignated, by inserting “Such a team may include a developmental-behavioral pediatrician.” after “mental health counselor.”;
by striking subsection (g); and
by adding at the end the following:
“(g) Technical assistance—The Secretary shall award grants or contracts to one or more eligible entities (as defined by the Secretary) for the purposes of providing technical assistance and evaluation support to grantees under subsection (a).
“(h) Authorization of appropriations—To carry out this section, there are authorized to be appropriated—
“(1) $15,000,000 for each of fiscal years 2023 through 2025; and
“(2) $30,000,000 for each of fiscal years 2026 through 2027.”
