Section 1 Study on administrative costs
In general— The Commissioner of Social Security shall conduct a study on ways to—
lower administration costs by at least 15 percent;
protect current benefits;
investigate means testing, flat benefits, and basing benefits pay outs on lifelong labor earnings; and
insure the solvency of the program.
Report— Not later than 1 year after the date of enactment of this Act, the Commissioner of Social Security shall submit a report on the results of the study under subsection (a) to the Committee on Ways and Means of the House of Representatives and the Committee on Finance of the Senate.
