Stiltsville Restoration Act

A BILL

To direct the Secretary of the Interior to authorize the repair of the damaged Stiltsville structure in Biscayne National Park, Florida, and for other purposes.

Section 1 Short title

This Act may be cited as the “Stiltsville Restoration Act”.

Sec. 2 Repair of damaged Stiltsville structure

(a)
In general— The Secretary of the Interior shall approve, in writing, the repair of the damaged Stiltsville structure in Biscayne National Park, Florida, subject to the following conditions:
(1)
The Stiltsville Trust shall oversee the compliance of the caretaker with respect to all requirements for construction and major repairs under the cooperative agreement and in accordance with the management plans for Biscayne National Park, including—
(A)
submitting a written request to carry out construction and repairs with respect to the damaged Stiltsville structure;
(B)
submitting, for approval by the Secretary, plans and specifications that meet the requirements of all relevant laws;
(C)
obtaining performance bonds from contractors as necessary; and
(D)
covering the cost of repairs.
(2)
No Federal Funds may be used in carrying out repairs to the damaged Stiltsville stucture under this section.
(b)
Definitions— In this section:
(1)
Caretaker— The term caretaker means the caretaker of the damaged Stiltsville structure, Southbay Ecosystems, Inc.
(2)
Cooperative agreement— The term cooperative agreement means the Stiltsville Strucuture Management Agreement, numbered CFDA #15.954, and signed on behalf of the National Park Service on January 14, 2016.
(3)
Damaged Stiltsville structure— The term damaged Stiltsville structure means the Stiltsville structure known as the LeShaw House, which was damaged by a fire on January 11, 2021.
