Stopping Excessive Climate Reporting Act

A BILL

To provide that under the securities laws certain disclosures related to greenhouse-gas emissions or consumption of an issuer shall not be construed to be required.

Section 1 Short title

This Act may be cited as the “Stopping Excessive Climate Reporting Act”.

Sec. 2 Rule of construction with respect to certain disclosures

(a)
In general— Under the securities laws (as such term is defined in section 3(a)(47) of the Securities Exchange Act of 1934 (15 U.S.C. 78c)), an issuer shall not be construed to be required to disclose or otherwise provide the information described in subsection (b).
(b)
Information— The information described in this subsection is as follows:
(1)
The greenhouse-gas emissions or consumption of—
(A)
the issuer; or
(B)
the supply chain or consumers of such issuer (commonly known as “Scope 3 emissions”).
(2)
Any independent certification with respect to the information described in paragraph (1).
