Section 1 Short title
This Act may be cited as the “Stopping Mandates And Limiting Large Government Overreach by Valuing Truth Act of 2022” or the “SMALL GOVT Act of 2022”.
Stopping Mandates And Limiting Large Government Overreach by Valuing Truth Act of 2022
A BILL
To prohibit the use of Federal funds to discriminate, directly or indirectly, against an individual on the basis of whether such individual has been vaccinated or acquired natural immunity against SARS–CoV–2, and for other purposes.
Sec. 2 No Federal discrimination on basis of vaccination or natural immunity against SARS–CoV–2
No Federal funds may be used to discriminate against, or to induce a recipient of Federal funds or other person to discriminate against, an individual in access to or the terms and conditions of employment, education, health care, or goods or services on the basis of whether such individual has been vaccinated or acquired natural immunity against SARS–CoV–2.
Sec. 3 Informed consent required for vaccination against SARS–CoV–2
In general— No Federal funds may be used to administer a vaccine against SARS–CoV–2 without having obtained informed consent for such administration from the patient.
Minors— No Federal funds may be used to administer to a minor a vaccine against SARS–CoV–2 without having obtained informed consent for such administration from the minor’s parent or guardian.
Definitions— In this section:
The term informed consent means consent that—
meets the requirements for informed consent applicable under State law in the jurisdiction in which the vaccine against SARS–CoV–2 is administered; and
is confirmed in writing signed by—
the individual receiving the vaccine; or
if the individual is a minor, the minor’s parent or guardian.
The term minor means an individual who has not attained 18 years of age.
