Curbing Reckless Ill-conceived Spending on Illegal Services Act

A BILL

To amend the McKinney-Vento Homeless Assistance Act to ensure that an alien unlawfully present in the United States is not eligible for any service through the Federal Emergency Management Food and Shelter Program, and for other purposes.

Section 1 Short title

This Act may be cited as the “Curbing Reckless Ill-conceived Spending on Illegal Services Act” or the “CRISIS Act”.

Sec. 2 Emergency food and shelter local boards

Section 302(b) of the McKinney-Vento Homeless Assistance Act (49 U.S.C. 11332(b)) is amended—
(1)
by redesignating paragraphs (4) and (5) as paragraphs (6) and (7); and
(2)
by inserting after paragraph (3) the following:

“(4) certify, at least annually to the National Board and publish such certification locally, and ensure that no recipient service provider provides any direct or indirect service, including transportation, to an alien unlawfully present in the United States.”
