Sec. 5 Report to identify Iranian persons that have attacked United States citizens using unmanned combat aerial vehicles

(a)

added In general— Not later than 90 days after the date of the enactment of this Act, and every 180 days thereafter, the Secretary of State shall submit to the Committee on Foreign Relations of the Senate and the Committee on Foreign Affairs of the House of Representatives a report that identifies, for the period specified in subsection (b), any Iranian person that has attacked a United States citizen using an unmanned combat aerial vehicle, as defined for the purpose of the United Nations Register of Conventional Arms.

(b)

added Period specified— The period specified in this subsection is—

(1)

added for the initial report, the period—

(A)

added beginning on the date that is 10 years before the date such report is submitted; and

(B)

added ending on the date such report is submitted; and

(2)

added for the second or a subsequent report, the period—

(A)

added beginning on the date the preceding report was submitted; and

(B)

added ending on the date such second or subsequent report is submitted.

(c)

added Designation of persons as foreign terrorist organizations—

(1)

added In general— The President shall designate any person identified in a report submitted under subsection (a) as a foreign terrorist organization under section 219 of the Immigration and Naturalization Act (8 U.S.C. 1189).

(2)

added Revocation— The President may not revoke a designation made under paragraph (1) until the date that is 10 years after the date of such designation.

(d)

added Iranian person defined— In this section, the term Iranian person—

(1)

added means an entity organized under the laws of Iran or otherwise subject to the jurisdiction of the Government of Iran; and

(2)

added includes the Islamic Revolutionary Guard Corps.

removed The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled “Budgetary Effects of PAYGO Legislation” for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.
