A BILL

To prohibit the Secretary of Labor from using funds to draft, promulgate, or enforce a rule mandating that employers require employees to be vaccinated against COVID–19, and for other purposes.

Section 1 Short title

This Act may be cited as the “JAB Act” or the “Justice for All Businesses Act”.

Sec. 2 Prohibition of Funding for OSHA Vaccine-and-Testing Emergency Temporary Standard

No funds may be used by the Secretary of Labor to draft, promulgate, or enforce a rule mandating that employers require employees to be vaccinated against or tested for COVID–19.

Sec. 3 Prohibition on Assessing Penalties with Respect to OSHA Vaccine-and-Testing Emergency Temporary Standard

The Secretary of Labor shall not assess civil monetary or criminal penalties under section 17 of the Occupational Safety and Health Act (29 U.S.C. 666) for violations of a rule mandating that employers require employees to be vaccinated against or tested for COVID–19.
