Sec. 2 Lynching; other conspiracies
Section 249(a) of title 18, United States Code, is amended by adding at the end the following:

“(5) Lynching; other conspiracies—Whoever Lynching—Whoever conspires to commit any offense under paragraph (1), (2), or (3), shall—(3) shall, if death or serious bodily injury (as defined in section 2246 of this title) results from the offense, be imprisoned for not more than 30 years, fined in accordance with this title, or both.

Sec. 3 Determination of budgetary effects
addedadded The budgetary effects of this Act, for the purpose of complying with the Statutory Pay-As-You-Go Act of 2010, shall be determined by reference to the latest statement titled “Budgetary Effects of PAYGO Legislation” for this Act, submitted for printing in the Congressional Record by the Chairman of the House Budget Committee, provided that such statement has been submitted prior to the vote on passage.
