Funding— If sufficient unobligated In addition to amounts made available by otherwise provided for carrying out section 1006 1446 of the American Rescue Plan Act (Public Law 117–2) are available on the date of enactment of this National Agricultural Research, Extension, and Teaching Policy Act to execute the entire rescission described in subsection (a), then on the day after the execution of the entire rescission, 1977 (7 U.S.C. 3222a), there is appropriated to the Secretary of Agriculture, out of amounts in the Treasury not otherwise appropriated, $100,000,000, an amount of additional new budget authority equivalent to the amount rescinded under subsection (a), to remain available until expended, to carry out such section 1446 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3222a).1446.

Administrative funds— Of the funds made available under subsection (b) to carry out section 1446 1446(b)(4) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3222a) 3222a(b)(4)) for a fiscal year, not more than 4 percent may be used for expenses related to administering the program under such section 1446.
Extension— Section 1446(b) of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3222a(b)) is amended—
in paragraph (2), by striking “each of fiscal years 2020 through 2023” and inserting “fiscal year 2020 and each fiscal year thereafter”; and
by adding at the end the following:
