Section 1 September 11th National Memorial Trail Route

(a)
Definitions— In this section:
(1)
changed Park—Map— The term Park “Map” means the Flight 93 map entitled “September 11th National Memorial.Memorial Trail Route Proposed Trail Route,” numbered ___, and dated July 2021.
(2)
Secretary— The term Secretary means the Secretary of the Interior, acting through the Director of the National Park Service.
(3)
changed State—Trail Route— The term States Trail Route means Virginia, Maryland, Pennsylvania, New York, New Jersey, Delaware, and the District of Columbia.September 11th National Memorial Trail Route designated under subsection (b).
(4)
removed Trail— The term Trail means the September 11th National Memorial Trail Route designated under subsection (b).
(b)
Establishment of trail route—
(1)
changed Authority—Designation— The Secretary, with concurrence of the agency having jurisdiction over the relevant roads, may designate There is designated a tour route, Trail Route, to be known as the “September 11th National Memorial Trail Route”, to link the National September 11 9/11 Memorial and Museum in New York City, the National 9/11 Pentagon Memorial in Arlington, Virginia, and the Flight 93 National Memorial in Somerset County, Pennsylvania. The September 11th National Memorial Trail Route shall—
(A)
provide for a tribute to the family members and loved ones who were victims of the attack and the heroes of September 11th, including the first responders in the days, weeks, and months after the attack;
(B)
changed be a Trail trail of Remembrance remembrance to honor the fallen in a tangible way that keeps their memories alive and reaffirms the exceptionalism of our country; and
(C)
changed be a celebration of our Nation's resilience and perseverance since its founding as well as a promotion of our cultural and industrial heritage.September 11, 2001.
(2)
added Route—
(A)
added In general— The Trail Route shall consist of a series of trails as generally depicted on the Map.
(2)
removed Route— The Trail shall form an unbroken triangular trail of approximately 1,300 miles as follows:
(B)
changed Availability of map— Starting at the Pentagon Memorial The Map shall be available in Arlington, Virginia, following the Mt. Vernon Trail;appropriate offices of the National Park Service.
(C)
changed Revision— then extending north along the 184-mile Chesapeake and Ohio Canal National Historic Park where it connects at Cumberland, Maryland, with The Secretary may revise the 150-mile Great Allegheny Passage and follows to Garret Map by publication in Somerset County, Pennsylvania;the Federal Register of a notice of availability of a new Map.
(C)
removed turning northeast and continuing for approximately 21 miles to the Flight 93 National Memorial;
(D)
removed continuing east through the communities and historic sights of Pennsylvania, until arriving at New Jersey’s 130-mile Liberty Water Gap Trail, then follows to New York City and continues to the National September 11 Memorial and Museum;
(E)
removed returning south following important sections of the East Coast Greenway and connecting Pennsylvania’s 9–11 Memorial Garden of Reflection to the Trail;
(F)
removed continuing through New Jersey, Delaware, Maryland, and the District of Columbia; and
(G)
removed ending at the Pentagon Memorial.
(c)
changed Administration— The Trail Route program shall be administered by the Secretary through in consultation with the Park.affected landowners, including any Federal, State, Tribal or local agencies that manage the affected lands, but shall not be considered to be a unit of the National Park System or a part of the National Trail System.
(d)
changed Activities— To facilitate the establishment administration of the Trail Route program and the dissemination of information regarding the Trail, Trail Route, the Secretary shall—
(1)
changed produce and disseminate appropriate educational materials regarding the Trail, Trail Route, such as handbooks, maps, exhibits, signs, interpretive guides, and electronic information;information, and other interpretive materials;
(2)
changed coordinate the management, planning, management and planning of the Trail Route with participating properties, property owners, other Federal agencies, State, Tribal, and local governments, and nonprofit entities;
(3)
changed create and adopt an official, uniform symbol or device to mark the Trail; andTrail Route;
(4)
changed issue guidelines for the use of the symbol or device adopted under paragraph (3).(3); and
(5)
added if deemed appropriate by the Secretary, authorize signage on lands managed by the General Services Administration or the National Park Service in the District of Columbia and its environs, without regard to the requirements of the Commemorative Works Act (40 U.S.C. 8901).
(e)
changed Elements Cooperative agreements and memoranda of trail route—understanding— Subject to the consent To ensure effective coordination of the owner of Federal and non-Federal properties along the property, Trail Route, the Secretary may designate as an official stop on enter into agreements with, and provide technical and financial assistance to, other Federal agencies, the Trail—State, localities, regional governmental bodies, and private entities.
(1)
removed all units and programs of the Park relating to the attacks of September 11th;
(2)
removed other Federal, State, local, and privately owned properties that the Secretary determines have a verifiable connection to the attacks of September 11th and our Nation’s sacrifices since its founding; and
(3)
removed other governmental and nongovernmental facilities and programs of an educational, commemorative, research, or interpretive nature that the Secretary determines to be related to the attacks of September 11th and our Nation’s sacrifices since its founding.
(f)
removed Cooperative agreements and memoranda of understanding— To facilitate the establishment of the Trail and to ensure effective coordination of the Federal and non-Federal properties designated as stops along the Trail, the Secretary may enter into cooperative agreements and memoranda of understanding with, and provide technical and financial assistance to, other Federal agencies, the State, localities, regional governmental bodies, and private entities.
