1. Aggregate authorization
In General— For purposes of carrying out the powers, duties, and functions under the Standing Rules of the Senate, and under the appropriate authorizing resolutions of the Senate, there is authorized for the period March 1, 2019 through September 30, 2019, in the aggregate of $62,440,527, for the period October 1, 2019 through September 30, 2020, in the aggregate of $107,021,881, and for the period October 1, 2020 through February 28, 2021, in the aggregate of $44,592,452, in accordance with the provisions of this resolution, for standing committees of the Senate, the Special Committee on Aging, the Select Committee on Intelligence, and the Committee on Indian Affairs.
Agency Contributions— There are authorized to be paid from the appropriations account for “Expenses of Inquiries and Investigations” of the Senate such sums as may be necessary for agency contributions related to the compensation of employees of the committees for the period March 1, 2019 through September 30, 2019, for the period October 1, 2019 through September 30, 2020, and for the period October 1, 2020 through February 28, 2021.
Expenses—
In general— Except as provided in paragraph (2), expenses of each standing committee of the Senate, the Special Committee on Aging, the Select Committee on Intelligence, and the Committee on Indian Affairs under this resolution shall be paid from the contingent fund of the Senate upon vouchers approved by the chairman of the applicable committee.
Vouchers not required— Vouchers shall not be required for—
the disbursement of salaries of employees paid at an annual rate;
the payment of telecommunications provided by the Office of the Sergeant at Arms and Doorkeeper;
the payment of stationery supplies purchased through the Keeper of the Stationery;
payments to the Postmaster of the Senate;
the payment of metered charges on copying equipment provided by the Office of the Sergeant at Arms and Doorkeeper;
the payment of Senate Recording and Photographic Services; or
the payment of franked and mass mail costs by the Sergeant at Arms and Doorkeeper.
