At-will removal— The term at-will removal means the power to remove a Principal officer with or without cause.

For-cause removal protection— The term for-cause removal protection means any limitation on the President’s power to remove a Principal officer, without regard to whether the limitation is derived or inferred from express statutory text, the structure of an agency, the functions and responsibilities assigned to an agency, historical practice, judicial precedent, or regulation.

Principal officer— The term Principal officer means an officer who is required by article II, section 2, clause 2 of the Constitution of the United States to be appointed by the President by and with the advice and consent of the Senate.
