Section 1 Short title

changed This Act may be cited as the “East Africa “Desert Locust Eradication Control Act”.

Sec. 2 Statement of policy

changed It is the policy of the United States to address proactively threats prioritize efforts to food security in control the ongoing desert locust outbreak in East Africa region and elsewhere, as well as other affected regions, mitigate the concomitant potential for impacts on food security, economic productivity, and political instability, caused by periodic locust stability, improve interagency coordination to prevent future outbreaks, and to promote resilience in affected countries.

Sec. 3 Findings

Congress finds the following:

(1)
changed The United States Agency for International Development reports that the countries in East Africa region is are currently suffering the worst desert locust outbreaks outbreak in decades, which will devour crops and pasture and destroy local livelihoods across that the region.
(2)
changed As of June 2020, there were more than 26 million people experiencing acute food insecurity in Ethiopia, Kenya, Somalia, South Sudan, Tanzania, Uganda, Sudan, and Djibouti, and untold more will be at risk these numbers are projected to increase if the locusts are desert locust outbreak is not controlled.

changed The World Food Programme reports that As the desert locust outbreak continues, there may be insufficient resources to continue to conduct aerial spraying to address the locust outbreaks that are currently devastating the East Africa region, and the United Nations Food and Agriculture Organization warns that without such resources the current outbreaks outbreak could develop into a plague by the end of 2020 if they are not controlled.2020.

Sec. 4 Interagency working group

(a)

(b)
Membership—
(1)

(E)
removed one member who is an officer or employee of the Department of Agriculture, who shall be appointed by the Secretary of Agriculture; and
(F)
removed two members who are officers or employees of the United States Agency for International Development, who shall be appointed by the Administrator of the Agency.
(2)
changed Chair— The President shall designate one member of the interagency working group specified representatives from the United States Agency for International Development described in paragraph (1) (1)(A) to serve as chair of the interagency working group.
(c)
Duties— The interagency working group shall—
(1)
changed assess the scope of the desert locust outbreaks outbreak in the East Africa region and other affected regions, including its impact on food security security, economic productivity, and political stability in the region, including in the context of restrictions relating to the coronavirus disease 2019 (commonly referred to as “COVID-19”) pandemic;affected countries;
(2)
changed review assess the effectiveness impacts of regional and multilateral efforts restrictions relating to eradicate the locust outbreaks in the East Africa region and the coordination among relevant United States Government agencies, regional governments, and international organizations, including the World Food Programme and the United Nations Food and Agriculture Organization; andcoronavirus disease 2019 (commonly referred to as “COVID–19”) pandemic;
(3)
changed develop a comprehensive, strategic plan monitor the effectiveness of ongoing assistance efforts to eradicate locust outbreaks in control the East Africa region desert locust outbreak and address future outbreaks in the region in order to avert mass scale food insecurity mitigate its impacts and potential political destabilization, including—identify gaps and opportunities for additional support to such programs;
(4)
added review the effectiveness of regional and multilateral efforts to control the desert locust outbreak and the coordination among relevant United States Government agencies, regional governments, and international organizations, including the World Food Programme and the United Nations Food and Agriculture Organization; and
(5)
added not later than 90 days after the establishment of the interagency working group under subsection (a), develop and submit to the President and the appropriate congressional committees a comprehensive, strategic plan to control the desert locust outbreak, including a description of efforts to—
(A)
added improve coordination among relevant United States Government agencies, regional governments, and international organizations, including the World Food Programme and the United Nations Food and Agriculture Organization;
(B)
added ensure delivery of necessary assets control the desert locust outbreak and humanitarian and development assistance to address and mitigate impacts to food security, economic productivity, and political stability; and
(C)
added to the extent practicable, prevent and mitigate future desert locust and other, similar destructive insect outbreaks (such as Fall Armyworm) in Africa and other parts of the world, which require a humanitarian response.
(A)
removed to more effectively address the outbreaks, including improving—
(i)
removed the coordination among relevant United States Government agencies, regional governments, and international organizations, including the World Food Programme and the United Nations Food and Agriculture Organization; and
(ii)
removed the delivery of necessary assets to achieve the eradication of the outbreaks or otherwise mitigate the impact of such outbreaks to the extent necessary to avoid major food insecurity; and
(B)
removed prevent or mitigate future locust outbreaks in Africa and other parts of the world.
(d)
changed Report—Interagency working group support— Not later than 90 days after the date on which the interagency working group is established under subsection (a), the The interagency working group shall submit continue to the President a report that contains meet not less than semi-annually to facilitate implementation of the comprehensive, strategic plan required by subsection (c)(3).(c)(5).
(e)
added Sunset— This section shall terminate on the date that is 2 years after the date of the enactment of this Act, or at such time as there is no longer an upsurge in the desert locust outbreak in East Africa, whichever occurs earlier.
(f)
added Appropriate congressional committees defined— In this section, the term “appropriate congressional committees” means—
(1)
added the Committee on Foreign Affairs and the Committee on Appropriations of the House of Representatives; and
(2)
added the Committee on Foreign Relations and the Committee on Appropriations of the Senate.

Sec. 5 Implementation of comprehensive, strategic plan

(a)
removed In general— Not later than 30 days after the date on which the comprehensive, strategic plan is submitted to the President as required by section 4(d), the President shall designate one member of the interagency working group to coordinate implementation of the comprehensive, strategic plan.
(b)
removed Interagency working group support— The interagency working group shall continue to meet not less than semi-annually to facilitate implementation of the comprehensive, strategic plan required by section 4(c)(3).
(c)
removed Administrative support— Upon request of the member of the interagency working group designated by the President under subsection (a), the Administrator of the United States Agency for International Development shall provide necessary and appropriate administrative support of the Agency to facilitate implementation of the comprehensive, strategic plan required by section 4(c)(3).

Sec. 6 Report

removed Not later than 90 days after appointment of the member of the interagency working group designated by the President under section 5(a), the member shall submit to Congress a report on the status of the implementation of the comprehensive, strategic plan required by section 4(c)(3).
