in paragraph (5)(B) by inserting “and every 5 years thereafter until the termination of authority of the pilot program,” after “enactment of this Act,”;

in paragraph (7) by striking “on the date that is 5 years after the date of enactment of this Act” and inserting “at the end of the fiscal year period described in paragraph (8)”; and

in paragraph (8) by striking “fiscal years 2019 through 2023” and inserting “fiscal years 2021 through 2025”.
