Sec. 2 Authorization to establish commemorative work

Commemorative work authorized—In general— The Fallen Journalists Memorial Foundation may establish a commemorative work on Federal land depicted as “Area I” or “Area II” on the map numbered 869/86501 B and dated June 24, 2003 (not including the Reserve as defined in section 8902(a) the District of title 40, United States Code) Columbia and its environs to commemorate the sacrifices made America’s commitment to a free press as represented by journalists working as guardians who sacrificed their lives in their line of democracy and for a free and independent press.work.

Compliance with standards for commemorative works— Chapter The establishment of the commemorative work under this section shall be in accordance with chapter 89 of title 40, United States Code, and other applicable Federal laws and regulations shall apply to the establishment of Code (commonly known as the commemorative work authorized by this section.“Commemorative Works Act”).

In general— The Fallen Journalists Memorial Foundation may not use Federal funds may not be used to establish pay any expense of the establishment of the commemorative work authorized by under this section.
Responsibility of the fallen journalists memorial foundation— The Fallen Journalists Memorial Foundation shall be solely responsible for acceptance of contributions for, and payment of the expenses of, the establishment of the commemorative work under this section.

Upon establishment of commemorative work—In general— If, If upon payment of all expenses for the establishment of the commemorative work authorized by this section (including the maintenance and preservation amounts amount required by section 8906(b)(1) of title 40, United States Code), there remains a balance of funds received for the establishment of the commemorative work, the Fallen Journalists Memorial Foundation shall transmit the amount of the balance to the Secretary of the Interior for deposit in the account provided for in section 8906(b)(3) of such title.title 40, United States Code.
