Sec. 742

(a)
changed No funds appropriated in this or any other Act may be used to implement or enforce the agreements in Standard Forms 312 and 4414 of the Government or any other nondisclosure policy, form, or agreement if such policy, form, or agreement does not contain the following provisions: “These provisions are consistent with and do not supersede, conflict with, or otherwise alter the employee obligations, rights, or liabilities created by existing statute or Executive order relating to to: (1) classified information, information; (2) communications to Congress, Congress; (3) the reporting to an Inspector General of a violation of any law, rule, or regulation, or mismanagement, a gross waste of funds, an abuse of authority, or a substantial and specific danger to public health or safety, safety; or (4) any other whistleblower protection. The definitions, requirements, obligations, rights, sanctions, and liabilities created by controlling Executive orders and statutory provisions are incorporated into this agreement and are controlling.”: Provided, That notwithstanding the preceding provision of this section, a nondisclosure policy form or agreement that is to be executed by a person connected with the conduct of an intelligence or intelligence-related activity, other than an employee or officer of the United States Government, may contain provisions appropriate to the particular activity for which such document is to be used. Such form or agreement shall, at a minimum, require that the person will not disclose any classified information received in the course of such activity unless specifically authorized to do so by the United States Government. Such nondisclosure forms shall also make it clear that they do not bar disclosures to Congress, or to an authorized official of an executive agency or the Department of Justice, that are essential to reporting a substantial violation of law.
(b)
A nondisclosure agreement may continue to be implemented and enforced notwithstanding subsection (a) if it complies with the requirements for such agreement that were in effect when the agreement was entered into.
(c)
No funds appropriated in this or any other Act may be used to implement or enforce any agreement entered into during fiscal year 2014 which does not contain substantially similar language to that required in subsection (a).

Sec. 750

(a)
During fiscal year 2020, with respect to budget authority proposed to be rescinded or that is set to be reserved or proposed to be deferred in a special message transmitted under section 1012 or 1013 of the Congressional Budget and Impoundment Control Act of 1974, such budget authority shall be made available for obligation in sufficient time to be prudently obligated as required under section 1012(b) or 1013 of such Act, and may not be deferred or otherwise withheld from obligation during the 60-day period before the expiration of the period of availability of such budget authority, including, if applicable, the 60-day period before the expiration of an initial period of availability for which such budget authority was provided.
(b)
As used in this section, the term “budget authority”, includes budget authority made available by this or any other Act, by prior appropriations Acts, or by any law other than an appropriations Act.
(c)
(1)
changed The Comptroller General shall review and make a report on compliance with this section and provide any relevant information related to such report to the Committees on Appropriations and on the Budget of both Houses of Congress at the same time as any review required by sections section 1014 or 1015 of the Congressional Budget and Impoundment Control Act of 1974 is transmitted to the Congress.
(2)
The President shall provide information and documentation to the Comptroller General, as is determined by the Comptroller General to be necessary to determine such compliance.
(d)
(1)
If any officer or employee of an Executive agency or of the District of Columbia government violates this section, the head of the agency or the Mayor of the District of Columbia, as the case may be, shall report such violation immediately as required under section 1351 of title 31, United States Code, as if violation of this section was a violation of section 1341(a) or 1342 of such title.
(2)
Any officer or employee of the United States Government or of the District of Columbia government violating this section shall be subject to appropriate administrative discipline under section 1349(a) of such title as if violation of this section was a violation of section 1341(a) or 1342 of such title.

Sec. 806

Section 3(c)(2)(G) of the District of Columbia College Access Act of 1999 (sec. 38–2702(c)(2)(G), D.C. Official Code), as amended by section 817 of the Financial Services and General Government Appropriations Act, 2019 (division D of Public Law 116–6), is amended—

(1)
changed by striking “$750,000.” and inserting the following: “; (iii) for individuals who begin an undergraduate course of study in or after school year 2019-2020 2019–2020 but before school year 2020-2021, 2020–2021, is from a family with a taxable annual income of less than $500,000; and (iv) for individuals who begin an undergraduate course of study in or after school year 2020-2021, 2020–2021, is from a family with a taxable income of less than $750,000.”;
(2)
changed by striking “Beginning with school year 2017-2018, 2017–2018, the Mayor shall adjust the amounts in clauses (i) and (ii)” and inserting “The Mayor shall adjust the amounts in this subparagraph”; and
(3)
changed by striking “the Department of Labor” the first place it appears and all that follows and inserting the following: “the Department of Labor, beginning with school year 2017-2018 2017–2018 in the case of the amounts in clauses (i) and (ii), beginning with school year 2020-2021 2020–2021 in the case of the amount in clause (iii), and beginning with school year 2021-2022 2021–2022 in the case of the amount in clause (iv).”.

added None of the funds made available by this Act may be used to finalize, implement, administer, or enforce the proposed rule entitled “Universal Service Contribution Methodology” published by the Federal Communications Commission in the Federal Register on June 13, 2019 (27570 Fed. Reg. 84).

added None of the funds appropriated by this Act may be used to enforce section 540 of Public Law 110–329 (122 Stat. 3688) or section 538 of Public Law 112–74 (125 Stat. 976; 6 U.S.C. 190 note).

added None of the funds made available by this Act may be used to relocate the National Institute of Food and Agriculture or the Economic Research Service outside of the National Capital Region.
